Downing should be a much more common result than it currently is. People in project Ventura are not afraid to cause priorities because they know they can just SBC and respawn with no jail time, just to go out and do it again. In real life, people don’t go down with as much ease. Looking at bodycam online you can see that officers often have to empty their entire magazine before the suspect goes down. Even then, sometimes EMS can arrive and perform lifesaving measures.

TL;DR: Downing should be a more common result in gun fights, rather than immediate death
