Each department should have it's own Dispatch and radio channel to ensure smooth communication. There should be multiple agency channels incase a channel needs to be closed (HCSD1, 2, 3 etc) and a LE1 channel for all LE. Dispatch should be able to choose what units to Dispatch based on avaliability and the system and add notes that can be seen by responding units. A scan option should be allowed to scan all channels.
