Add In-vehicle Radars with Lock Feature for Speed Display

Suggestion 1 - Add In-vehicle radars with a lock setting, this is so that when people ask to see the clocked speed we can show them (this will benefit people that cannot record on low end PC's as well)) As well as adding a lock button on the radar gun so that we can lock speeds when clocked
Suggestion 2 - Make JPD sirens louder, The sirens sound very silent when engaged im not sure why
Suggestion 3 - Give JPD Chargers, every other department mostly has a charger that isn't a payed insert vehicle. JPD could benefit with a charger or taurus, or expidition just for some variety and change to the department which would be nice
Suggestion 4 - Give JPD a swat division
