When in safe zones it should be an area where people outside the zone cant interfere with people inside. meaning if some shoot-out happens infront of kai's dealer across the street, people inside the safe zone wont enter the 2 minute combat log. It would be a safe place for people to leave the game without getting combat logged last second.
