Remove every rank above Captain on all LEO teams and lock Lieutenant and Captain to 1 per department. The whole LEO teams become a c*** show of RP when every single person is a supervisor. Additionally, every rank above Captain is a desk job that rarely sees patrol, it's also extremely rare to see a Lieutenant or Captain on patrol. There should be a 1:3 Supervisor to patrol officer ratio but as it stands there's a higher chance of a team of 10 LEO being an 8:2 ratio of supervisor to patrol officer. The ranks mean nothing
