Adjust Rank Requirements for Special Operations Gear and Unmarked Metro Vehicles

My suggestion is specifically for FCPD and the Special Operations gear to be lowered at least SPO or Po3. In the game there is currently a vest on the Special Operations tab for the rank "SPO" or "Senior Police Officer", yet you only unlock the gear at Sergeant. Also, I would like to suggest the unmarked metro vehicles to be unlocked at SPO as well, as LAPD officers IRL typically always get their own unmarked cars to respond in.
