Some people talk about how hard it is to gain XP for Civs, and jobs in general. I believe that Ventura should have a school called The University of Ventura, where you can complete task to gain XP up until your doctorate degree.

The XP you gain can help you start at a higher base when going to jobs, and XP can also go to your citizens status also. When joining law enforcement some ranks can be Degree locked to help balance supervisor to officer ratio or even officer to civ ratio.

Also creating The University of Ventura can add jobs connected to the campus such as starbucks or other small pop up stores on campus. The campus can also be staffed with police with the department being called The University of Ventura police department (UVPD) with staffing of 3 to 5 officers and even allow another place for vix security to patrol.

The ideal place for this would be towards the middle of the map since ventura is supposed to be a decent size metropolitan.
