Since the game is focus on shooting on the majority, maybe add an new requirement to the LEO team like, you have to reach X amount of xp also you have to arrest X amount of citizens to rank up, until they dont have enough of arrestations they cant rank up, also for civilian to limit casuality maybe add a gun stock limit either the SP gun dealer and the gun dealer sanboa memorial garden so it increase roleplay and decrease casualities among the LEO and civs.
