Add hunger and thirst this makes target a real shopping center. you made the game 18+ so add a bar where you can drink and give cops breathalyzers, having officers do field sobriety tests would be nice, also add a casino this would be really fun
for the cars add a bodyshop where players can change car colors, add tint, and also add mileage to cars fix cars being flung or crashing into the ground and you lose your whole inventory fix being stuck at intersections
