Reintroduce Classic FCPD Slicktop Vehicles with Concealed Lights

Readd the FCPD Gang and Narcotic division slicktop victorias and ford tauruses. They were cool but with the recent update they got entirely replaced by victorias and tauruses with fully visible lights on top.
