Enhanced XP Opportunities and Fire Spawning for Fire Department

As an avid player of the fire department. I would like there to be more ways to gain XP as FD - In addition, there aren't many randomly spawning fires to put out.

  1. Add more ways to gain XP as FD
  2. Allow FD to repair peoples limbs in the hospitals
  3. More randomly spawning fires / ways to commit arson
