Add OUV Vest as Customizable Gear for Patrol and Gang Units

Ive been thinking since FCPD is strongly based off of LAPD, OUV vest should be added as a customization option that can either be used for patrol or for Gang Unit like what they used to wear when Whitelisted LA was a thing. Just an Idea.
