Suggestion: VHP Tactical Response Unit (TRU / SWAT)
Proposal:
Implement an elite SWAT-style subdivision within the Ventura Highway Patrol to handle high-risk situations, such as active shooters, barricaded suspects in vehicles, and armed high-level pursuits in Project Ventura.

Tactical Equipment:

Assault Vehicles: Heavy SUVs and armored units (such as a BearCat style vehicle) in full tactical black or low-profile liveries with high-intensity strobe lights.

Gear & Weaponry: Access to assault rifles, ballistic shields, and heavy tactical uniforms (helmets, gas masks, and heavy plate carriers with VHP patches).

Special Tactics: Authority to execute full highway roadblocks and rapid assault deployments to breach or surround hostile suspect vehicles.

Objective:
To bring a high level of realism and strategic response to the server, giving VHP a heavy-duty option to counter organized crime and hostage situations when standard patrol units are outgunned.
