Create Specialized Investigative Rangers Focused on Internal Affairs and Public Integrity

I think the idea of disbanding SBI and bringing its investigators under DPS as Texas Rangers could be a positive change, but only if their role is clearly defined and limited. Instead of functioning as another tactical law enforcement element, these Rangers should primarily focus on investigations, internal affairs, public integrity cases, officer misconduct investigations, and other situations that require an independent and professional review. Texas already has plenty of agencies capable of handling tactical operations, but what is often needed is a highly trained investigative division that can conduct thorough, unbiased investigations across the state. This would help eliminate overlapping responsibilities while strengthening the state's ability to handle complex cases.

At the same time, there need to be strict guidelines that prevent abuse of authority and ensure these investigators are acting within realistic and appropriate boundaries. Their job should be to support local agencies when needed, not to interfere with or exert unnecessary control over municipal and county law enforcement. Any involvement in a case should be based on a legitimate investigative purpose, with clear documentation and accountability. If the goal is to create more Texas Rangers, they should be known for professionalism, impartial investigations, and oversight, not for acting as a statewide tactical force or using their position to overstep their authority. That approach would make them a valuable resource for both law enforcement agencies and the public.
