Give FCPD and HCSD high ranks the placement tool. Both departments usually require large-scale scene cordoning. Since the cordon tape and crime scene tape are limited, where new placements automatically replace the oldest ones, providing the placement tool to HR members would allow them to better organize and oversee scenes. This would also mitigate the risk of misuse by high-ranking personnel by capping the total number of deployments.
