Written Warnings: LEOs should be able to issue written warnings that grant XP, so that civilians dont have to suffer under the pursuit of xp points. The desire for xp drives many officers to issue expensive citations when a warning would be just as effective and reasonable, which negatively impacts the experience, especially for new players
