Add VHP CIU Durango 2025, Increase PIT Speed, and Reintroduce VHP 2025 Durango

- Add VHP CIU Durango 2025 (Insert could cost like 50-70$, Limited like the other CIU cars. ) Benefit: Money for React Studios plus new Limited that would sell out like how CIU Charger did.
- Increase PIT speed to 60 Mph Benefit: Increase usage of PIT system. Not overpowered but good enough to be used in most pursuits.
