Civilian high ranking role like mayor or something. Hear me out, instead of it constantly being civs vs law enforcement, it might be interesting to see a high rank locked behind lots of xp, such as a mayor. They could coordinate with law enforcement, address the public about things happening in the city, and it also gives players envious of that title a new target to go after, which could open up some potential VIP protection roleplays for VBI or something. Just a thought!
