Implement Tourniquet and Bleeding Management System for Limb Injuries

Add Tourniquet and bleeding system (LEO mainly)

If you got shot on the arm/leg, (missing leg/arm), you have to use a tourniquet ASAP until you finally bleed out to unconsciousness. For more realism.
If you got shot in the torso, you have to use BLS, etc., to stop bleeding first or etc.
