Enhanced Visual Hierarchy and Authority for EMS Ranks

EMS scenes are chaos and there isn't enough visual distinction or authority between ranks all ranks have the same blue uniform unless you take the paramedic uniform from Milano Regional. EMS Students are spamming the panic button, causing chaos. Right now, high-ranks don't have enough quick power to stop them or command respect on scenes.
