Implement High Technology Theft Apprehension and Prosecution (HTTAP) Units for Complex Crime Fighting
Penal Code Section 13848 establishes the High Technology Theft Apprehension and Prosecution (HTTAP). It equips law enforcement and state investigators with specialized financial and technical resources to investigate, deter, and prosecute complex technology-related crimes across the state.
Under Section 13848, task forces and the state's Cybercrime Section focus resources on large-scale criminal enterprises operating through digital platforms including:
Illegal Weapons Trafficking: The sale, distribution, and acquisition of firearms through underground networks and encrypted communications.
Chemical and Contraband Distribution: The manufacturing, sale, transport, and purchase of controlled chemicals and other illicit materials.
Money Laundering Operations: Concealing criminal proceeds through shell businesses, cash-intensive enterprises, and other financial schemes.
Online Criminal Activity: Using social media platforms and communication services to coordinate illegal transactions, recruit associates, and facilitate criminal organizations.
Fraud and Financial Crimes: Check fraud, fraudulent deposits, identity-related offenses, and other schemes intended to obtain money or property through deception.
Organized Criminal Conspiracies: Multi-person enterprises engaged in coordinated illegal activity across multiple jurisdictions.
