Allow HRs of all LEO teams to detain one another.

Ranks such as Asst. Sheriff on the SO team are not able to detain other LEOs. All LEO teams should possess the capability to detain and arrest other LEO once having reached a supervisory rank. Problem LEOs may not wait around for additional units who are able to and teamkill or trying to keep someone pepper sprayed or tased at all times until other LEO show up is clunky and a poor way to go about it. Restricting this to supervisors, or less ideally but still reasonable, high supervisors, on non-premium teams would increase capability and reduce force-on-force issues.
