Ensure that SBI are not always being requested at scenes, implementing something like any civ who requests SBI must get a Department Supervisor FIRST then if deemed necessary the DEP Supervisor should be the one to req SBI, not the civ, as 99.9% of the time, the civs just req SBI because they know it wastes time and isn't actually an SBI issue.
