Make new and all current emergency team players go through a tutorial on how to play as their department. At the end of the tutorial, they need to take a quiz and pass with a B or higher to be allowed onto the team. The quiz should include where to find common areas, radio codes, radio commands, legal questions, and how to's for each departments' tasks. This will reduce confusion and abuse for gameplay. Kinda like a police academy or EMT school.
