Add More Modern Police Vehicles to VDPS Fleet

I think we should more in game vehicles to VDPS (Ventura Department of Public Safety) as in newer Explorers and Chargers. I also think you should add more variants of those vehicles, i.e.) slicktop and unmarked along with ones with a lightbar.
