Enhance Hospital Functionality with Medical Staff and Roleplay Options

I think it would be cool to make the hospital more functional. Adding doctors and nurses to the game would make it more realistic and add more rp options. If it is incorporated in a way that doesn't hinder gameplay to civs or cops but also is feature rich and engaging to users who work in the hospital I think it could be an awesome edition.
