Allow LEO/everyone to see player usernames when you hover your mouse over their character.

This is to make it easier for reports, especially when the player leaves so LEO can’t search their in game name in the database in order to find their username.

As an example, I had a Vix security guard VDM, RTAA and TA but left without my knowledge before being able to search for their username, however in my clip I managed to catch their in game name, and had their username also been visible, I’d have been able to make a report.
