Make the holding cell unlockable for VIX security at Target's Security Office.

Make the holding cell inside target unlockable for VIX Security and LEO to hold detained suspects. Could be used for holding suspects untill LEO arrive or to store a dangerious criminal temporarily. It should be accessable to VIX security to use when nessisary if you need to hold suspects that are a threat to the business of Target or troublemakers.

In the real world, this would make sense. Many stores have this and it should be used. Not just unlockable for a high rank at target. For Target, LEO and for Security to use.

Let's say you have a shoplifter or a shooter and want to place them in holding untill police arrive. That would be a great Idea.
