Expand Uniform Options for VDPS with Class A, High-Visibility Vest, and Weather-Resistant Jacket

The VDPS should have a wider choice of uniforms, similar to the HCSD.
This should include a long-sleeved Class A uniform (blue tie).

A High-Visibility vest should also be available for troopers to wear in case they need one, similar to that of the former Ventura HP.
This should also include a rain or cold-weather jacket, such as a windbreaker used by real-life departments.
