Implement Body Armor System for Civilians and Law Enforcement Officers

Armor

Body Armor should be added to the game for civilian and LE use. LE should be able to use Body Armor in the form of Ballistic vests and Plate Carriers. Civilians should only be allowed Ballistic Vests.

To implement this, you would have to section off the limbs of the player into distinct sectors for damage: Head = 1 shot to kill, Legs = 3 shots to kill, arms = 4 shots to kill, torso = 5 shots to kill.

The above is only a rough estimate and would be substituted with percent values based off the firearm caliber and the limb that was**** by the caliber.

Ballistic vests would therefore absorb 25% of the incoming damage. Plate carriers would absorb 50% of incoming damage. The catch is that you would only get the benefit of damage absorption when shot in the torso while wearing said armor. Damage values stay the same when shot in limbs (arms, legs, head).

Civilians would be able to buy ballistic armor from SP where workers are charged ~$5,000 and can change their selling price to players however they see fit. Civilians may also go to the black market dealer and buy plate carriers for ~$10,000

LE's would have their armors rank locked. The more you play, the better armor you get. For example, the 2nd rank of all LEO's receive ballistic vests, and then the first supervisor rank receives plate carriers. If LEO's wanted to they could also just go and spend their out of pocket money at SP for a ballistic vest or buy an aftermarket plate carrier.
