Adjust Chem Mix Costs and Production Time for Fairness and Realism

buff chems again or revert it before the recent update. 300 to buy chem mix and 100 when you sell is not fair not to mention the fact you have a huge brown smoke cloud above your house with a loud boiling noise. Atleast lower production time and remove chem zones if you add this
