Simplify XP Requirements for Division Unlocks and Promotions

Adjust the XP requirements for promotions and division unlocks to simpler values: Detectives and SEB require 850 XP, OSS requires 850 XP, Metro has no XP requirement (only bus security), and any other division requires 850 XP.
