Remove the automatic XP withdraws, ex. shooting unarmed suspect, fellow officer, etc. Too many times I've been forced to shoot a rogue officer and be punished for it or shoot a civ who didn't have weapons but stated they did and reached for something. Also includes red light running, considering there is already a ticket violation for it.
