Remove LEO Accessory Ban - this change once again affects far too many innocent people that appropriately use accessories (such as spec uniform carriers, uniform pins, guardian angel lights, accurate unit patches, ETC) because a small minority of players that do not use accessories appropriately

In my opinion, a better way to combat this would be via an accessory blacklist, which, meanwhile wouldn't be able to remove every innapropriate accessory, it would focus on the most outrageous ones (tails, certain federal department patches, etc). This list would expand on the go. Other way to do it is the other way around, which a community-based accessory whitelist (e.g there is an FCPD CRASH patch on the shop, that can be whitelisted, or LASD/LAPD uniform carriers
