I am pretty sure this is not a thing right now, but it should be. VHP responds to loads of highly dangerous situations, but we don't even have a tactical team that I have seen. Considering they are the only regular group that can go into the entire map, it would make sense to give them armor. At the least, recycle armor from other units, but give them something.
