Make it to where we can actually apply for welfare at the Milano City Hall, since theres already a interactive prompt there. I always goes into the Milano City Hall and in the human services room theres a prompt at the windows that says welfare, but it always says like the office is closed whenever you hover over it with your mouse. Idk i was thinking you could implement welfare there or do something else with the building.
