Add a paper tag for newly bought cars. Getting pulled over and cited for having no insurance when you couldn’t even get the chance to is inconvenient. There’s only one place to buy insurance and 8/10 there will be cops patrolling looking for people to pull over. The paper tags can last for 1 in game day to let the player build up some money to pay.
