Allow Non-Donators Access to SBI with Upper-Class Citizen Rank and 10k XP in LEO

Make SBI accessible for non-donators [Requirements: Have upper-class citizen and atleast 10k XP in any LEO team] This is a really good idea because then you'd have actually experienced SBI on the team that aren't people who just bought a badge.
