Penal Code § 104. Loitering in Public Park After Hours - Misdemeanor

This PC is unfair to players that spawn at Central-Albany Park within the closing hours.

§ 104.1 — Loitering in Public Park After Hours
(a) An Individual who is seen loitering in a public park after closing hours (8pm)
(b) Loitering being defined as standing, idling or waiting around with no real purpose.

Suggestions:
Either;
a. Relocate the spawn point outside of Central-Albany Park; or
b. Make it so that player’s initial spawn point inside the closed park should not constitute loitering. PC § 104.1 only applies if the player remains in the park after voluntarily moving or re-entering the area.

The reason I've taken this here instead of addressing it to the government is because my suggestion is related to game scripting e.g., spawn point.
