Allow players to hit others with vehicles without losing EXP during RP scenarios

Allow cops and people to hit other people with their cars without losing EXP. This could help with RP because if there is a suspect shooting cops in the middle of the road cops can just hit him and arrest him. (YES THIS HAS HAPPENED IRL BEFORE)
