Add a new penal code: Interference with Emergency Operations
A person commits the offense of Interference with Emergency Operations when, at an active emergency scene, they knowingly refuse to comply with a lawful order or on-scene direction issued by a peace officer or authorized public safety official, including but not limited to law enforcement officers, firefighters, emergency medical personnel, or other designated emergency responders, where such refusal creates a public safety hazard, obstructs emergency access, or interferes with coordinated emergency response operations.
A person also commits this offense when they knowingly obstruct emergency response by refusing lawful on-scene direction from authorized emergency services personnel during an active emergency, thereby creating risk or operational interference.
Classification:
Misdemeanor; elevated to felony if serious bodily injury, death, or substantial disruption of emergency operations results.
