Explanation
bulletproof windows on cars. and that makes us unable to shoot at many ppl. so for some law enforcement vehicles, well, that may be realistic. But near all cars on this game are no bulletproof irl. would it be their windows or their doors themselves. this makes law enforcement unable to stop some suspects and some suspects unable to defend themselves.
