Chat Bubble Launch Issue with Detective Belts on HCSD Team

Steps to Reproduce

1. join hcsd
2. equip the detective belts
3. try using the chat with all the variants of the belts
4. it causes the chat bubble to launch up
5. also equip the detective harness vest and test the chat as well

Explanation

Detective belt variants, including the harness on the HCSD team, causes the chat bubble to launch up in the air for some reason. Don't know if it affects other teams as well, but this is the only team that I have tested that has this issue so far.
