Steps to Reproduce

Spawn 2011 CVPI, regardless of division (Gang, Traffic, Patrol)
CVPI will be spawned as the 2005 I think

Explanation

When joining FCPD and attempting to spawn any CVPI, they spawn as the oldest model with the vintage lightbar. The 2011 CVPI is supposed to use the Federal Signal Arjent lightbar, but instead it spawns with the old Whelen lightbar.

Additionally, Gang and Narcotics Division vehicles are supposed to be slicktops, but the same issue persists with those vehicles as well.
