Allow Refueling of Vehicles with External Fuel Tanks

Players request the ability to refuel rocket-powered vehicles using fuel tanks from different spawn creations. Currently, vehicles only recognize fuel from the same spawn creation.

> I can't refuel rocket powered vehicles with a tank or even if I switch the tank with one from a separate creation. It would be very nice if vehicles could register the fuel connected to them through couplings. (This currently kind of works but only if it is fuel from the same spawn creation so if I refill the tank with one not spawned on the same vehicle it won't register as fuel)
