I've seen 3 - 4 boats stuck under the docks around the Cedro basin, they're unusable and don't despawn, could be worth looking into changing the respawn, or changing the clipping around the docks, issue seems to be the same with cars, saw a few cars early on, and now none spawn apart, leaving the ones that are almost impossible to fix.
