Adjust Half Energy Event Mechanics to Avoid Punishment for Quest Completion

This half energy event on top of energy spending quest is ABSOLUTELY S*** game design. Nobody in my circle who plays this likes this. This is the ONLY event that punishes you by making quests take twice as long to complete.
