Empty Garage on Reinstall - No Items Present

Steps to Reproduce

select Garage
Load into garage
look around at nothing

Explanation

My garage does not have anything in it. The entire building is empty, no computer, no office stuff, nothing. I have uninstalled the game, turned off cloud saves, even deleted all folders that are left over from uninstallation. When i reinstall the game its the same issue go to garage and I load in naked, and the building is completely vacant. I have attached screenshots of inside of garage building. Please advise how to fix.
