Mods Automatically Disabled Upon Game Restart

Steps to Reproduce

1. Download and enable mods
2. Turn the game off
3. Turn the game on again
4. Mods are now disabled. profit?

Explanation

All of my mods get automatically disabled whenever i turn the game off and back on again. I then have to go back to the "mods" menu and enable them back from the info screen. This happens despite having "disable outdated mods" check being turned off.
