Penalize Winning Teams for Glitch Abuse in Competitive Matches

Deduct elo from winning teams that abused the glitches during the affected period.

Unfortunately, there's no efficient way to implement something like this, not to mention where to draw the line in terms of what's severe enough to be considered to have an impact on the match.
